Recently, the National Standardization Administration of China issued the "Interim Provisions on Recommended National Standard Adopting Group Standards" (hereinafter referred to as the "Interim Provisions"), which came into effect on the date of publication. The Provisional Regulations combine the characteristics of China's existing recommended national standards and group standards, and based on the working mechanism of recommended national standards, smooth channels, simplify procedures, shorten time, and standardize the procedures for adopting group standards for national standards. The promulgation of the Provisional Regulations has established a channel for the transformation of advanced applicable group standards into national standards, effectively promoting the promotion and application of innovative achievements in group standards, increasing the supply of recommended national standards, and improving the quality level of national standards.
The first condition for acceptance is to adhere to the principles of demand-oriented and voluntary participation of social groups. The recommended national standards for adopting group standards are consistent with the technical content principles of the adopted group standards. Based on the construction needs of the national standard system, in response to the important standards missing in the national standard system, and on the basis of fully respecting the will of social organizations, organize the adoption of group standards. The second is to meet the requirements and scope of the development of recommended national standards, and the technical content is progressiveness and leading. Only standards with certain progressiveness can be accepted. The third is social organizations that meet the standardized good behavior standards of the group. Only social organizations that meet national standards such as "Group Standardization Part 1: Guidelines for Good Conduct" (GB/T 20004.1) and "Group Standardization Part 2: Guidelines for the Evaluation of Good Conduct" (GB/T 20004.2) can have their standards adopted. The fourth is that the group standard has been implemented for at least 2 years and the implementation effect is good.
The "Interim Regulations on the Acceptance Procedure" have shortened the development cycle of acceptance standards, simplified project evaluation, eliminated the drafting stage, shortened the time for soliciting opinions, and controlled the approval cycle within 12 months from the plan, greatly improving the timeliness of recommending national standard acceptance group standards. The Provisional Regulations also provide regulations on the copyright, numbering, and other aspects of adopting standards. The promulgation of the Provisional Regulations has established a channel for the transformation of advanced applicable group standards into national standards.
